When Catherine Bell was eleven and her sister Mary Beth was eight, their single mother dropped them off at a babysitter's house. Their mother, Marilyn Bell, never returned. Catherine and her sister were separated and shuffled through a series of foster homes. At eighteen Catherine attended college and joined a Ecoterrorist group called Consortium. She was involved in a protest bombing which left her injured and hiding out. Catherine changed her name to Sam Neally, and hid out with her barely known aunt in Nevada. For the next twelve years she kept a low profile. Sam received a news article from her sister stating, after twenty years her missing mother's body had been found submerged in her car in a lake. Was it murder or an accident?

The story essentially becomes two pararell stories. The investigation into Marilyn Bell's death and the bombing incident involving Catherine Bell. The author kept the two investigations separate but also blended them beautifully at the same time, so I never became confused. Catherine, also known as Sam, was portrayed as a troubled innocent eighteen year-old who grew up to be a strong, confident loner. Joe Roper, also known as Joe Thorp, was the undercover F.B.I. agent who gathered evidence against her and lusted after her. Between these two you can feel the tension and the heat. This novel had a good story line with believable characters.
