This is a skillfully told story covering several levels. There is the romance between Lori and Rand and the suspense in the police investigation conducted by the Royal Canadian Mounted Police. There is the brief discussion of grief and anger with a death caused by a drunk driver. There is an excellent discussion on survivor's guilt for Lori that is handled with a great deal of sensitivity for the character. While it does not offer an immediate fix (what in life does?), it does offer an open window.

Lori Wheeler is filled with rage and bitterness. Her sister is dead and the drunk driver who killed her is walking free. She is not sure she can bear to return to her justice system job for which she has worked years with pride, even if her health would allow it. She decides to take her damaged body and fading faith to a resort and discover if either can be recovered. Maybe she can lose the rage and bitterness that has plagued her since her sister's death and the trial. While at the resort she plans to paint landscapes of the local coves and coastlines.

Rand McCormick is at the resort in a beautiful yacht, with another undercover RCMP officer. He is acting as Captain and a writer who can be enticed by the bad man to pick up the drugs off the coast and deliver them. When this is done, Rand will hopefully have the delivery system, and enough evidence on the bad man...who has thus far kept his fingers clean, to get a conviction.

Rand has spent years avoiding involvement, but there is something about Lori that draws him. As for Lori, she really feels very unattractive since the accident that killed her sister and scarred her. After all, her fiancé left her while she was still in the hospital. And every time she is with Rand, she gets these mixed messages. And worst of all, Lori is beginning to fear Rand is a crook. After all, he is spending time with one.

So she calls the RCMP and reports her suspicions and then plays detective. Things get very convoluted from here. Lori and Rand both learn something important about themselves before we close the book.

This is a page-turner. I wanted to know what Lori would do next. Surely not that! And when would Rand kiss her! This is more suspense than romance, though they do have the start of a beautiful relationship. Only by reading this fascinating suspense, will you ever find out what really happens.
